A ‘muhalla’ is a neighborhood of 1000 homes within a single vicinity. The program will have one operative (safai wala) responsible for 2 basic functions in his appointed neighbourhood

• collecting garbage from homes, and
• maintaining dumpster sites in order

HALQA (COLLECTION OF NEIGHBOURHOODS)

6 muhallas or neighbourhoods make up one halqa. An administrator is in charge of all the muhallas under him. He oversees

• all operatives and the completion of their tasks
• conducting weekly spring cleanings
• maintaining gutters
• collecting money from each residence
